Tucson?s HIDTA Counter Narcotics Alliance in collaboration with Tucson Police Department?s Behavioral Science Unit (BSU), Professional Standards Division (PSD), Street Narcotics Section (SNS) and Training Division has developed a training program to benefit operators, supervisors and administrators of covert operations in recognizing early warning signs of potential corrupt behaviors. Thus agents, supervisors and managers will have the possibility of intervening to stop the individual who may be drawn into corruption before he or she engages in criminal conduct or other irremediable behavior.

This training will focus on articulating a model for prevention of corruption, the identification of concurrent behaviors that predict potential corruption, and methods to change the culture so that identified signs of corruption will trigger interventions. The training will allow ample time for discussion of the model and more effective strategies for management of covert operations and enhanced interventions that might deter corruption and its consequences.

Tragedy after tragedy remind all of us, particularly those of us in the business of law enforcement, that one of the biggest killers facing our community, one of the highest crimes we continue to fight, one of the social plights that leave life-long scars on our children, is domestic violence. What can we do to prevent domestic violence offenders from purchasing firearms? This session will demonstrate how the FBI?s National Instant Criminal Background Check System (NICS) can provide a remedy to this problem. The attendee will gain an understanding of the federal law that prohibits a domestic violence offender from purchasing firearms and how it is defined. Additionally, the attendee will learn how they can submit someone?s name and information into a national database to prevent them from purchasing a firearm. There will also be discussion of how the NICS utilizes the information and records collected from these incidents and educate attendees on how valuable their documentation can be.

This course will demonstrate ADC's utilization of a K-9 unit to find cell phones hidden by prisoners. Much like drug-sniffing dogs, ADC employs a K-9 to search for cell phones, which have become a significant problem within the prison system. Have you ever wondered what types of criminal history databases are searched in a firearms background check? Have you ever wondered how you could submit information to preclude someone who is prohibited from purchasing a firearm? Have you ever wondered how your duties as a law enforcement officer could impact someone?s firearm background check in another state?

This breakout session will include an overview of how NICS began, how the NICS process works, an overview of the federal prohibitors, how each state interacts with the NICS, the databases searched by the NICS, the authorized uses of the NICS, and a statistical update of the background checks performed. In addition, special emphasis will be placed on the various types of criminal history records and other information necessary for NICS employees to make a final determination regarding firearms eligibility. This presentation serves as a wonderful refresher for those who are familiar with the NICS firearm background checks and an eye-opening experience for those who are not aware of the process.
